SUBJECT: Issues and Problems Related to the Fiscal Year 16-17 Cost Plan Exercise

SCAF Members:

The SCAF Board of Directors would like to take this time to let you know we have
heard your voice! After receiving numerous complaints from our members across
the state, we decided to take action and request reasonable solutions from APD
regarding the 2016-17 cost plan project. We, too, are not happy with how APD has
handled this project and how WSC’s have been treated. If SCAF does not receive
what we deem to be an appropriate response, we are certainly prepared to go in
person to Tallahassee until an amicable resolution is reached. Moving forward,
please make sure to let SCAF know of any issues such as these, but please do so as
soon as the problem first arises. This will allow SCAF to address the issues
immediately and demand solutions in a timelier manner. Below, we have outlined the
key issues sent to Barbara Palmer and Denise Arnold with APD in Tallahassee along
with our proposed solutions.

    Problem

: Completed cost plans deleted without cause or justification,
possibly due to iBudget maintenance.
Solution: We asked for an extension of the deadline by two weeks

    Problem

: A significant number of cost plans do not have budgets, or do not
have correct budgets and furthermore, APD is having WSC’s complete a
CPAW to justify currently approved services.
Solution: We asked for a two week extension along with an explanation
on why a CPAW is necessary

    Problem

: APD consultants are modifying completed cost plan units and the
comment section without notifying WSC or following the consumer’s due
process rights.

    Solution

: We requested an internal APD memorandum clarifying a
recipient’s cost plan can only be modified/reduced by the WSC and by
complying with Fair Hearing/Due Process law.

    Problem

: Poorly timed iBudget maintenance during critical deadlines.

    Solution

: We suggested better timing in the future with a time sensitive
project is underway.
We did receive one response from Denise asking for some clarification (which was
immediately sent back to her) along with an explanation stating the 5/26/16 due date
was something APD put in place to get as many cost plans completed as soon as
possible. She reported they are aware there will be some cost plans submitted after
that date. Denise also commented on how it has been an unusual year with having
two rate increases which had to be accommodated within the new 2016-17 budgets.
We were told she would be reviewing our letter with her staff and would get back
with us. SCAF has sent another request for resolution this morning, especially with
the iBudget maintenance scheduled for this evening and not knowing if it could
potentially delete complete cost plans yet again.

The SCAF Board will continue to keep you informed of our progress and the
solutions proposed by APD. We are listening to your complaints and are actively
trying to get answers. Please continue to notify SCAF with problems/questions etc,
regardless of how big or small, as there may be other WSC’s in the state who are
going through the same thing and need someone to be their voice.
